REVIEW: Transnational Conference / Project “Posting of Workers” (November 2015)

 

As an associated institution in the project consortium “Posting of Workers” the Chair of Business, Economics and Entrepreneurship Education participated in a round table discussion held in Ljubljana and in a transnational conference which took place in Zagreb. Under this agreement, Prof. Dr. Diettrich (Director of the Chair), Ms. Doris Wegener (Scientific Researcher) and Philipp Rose (Research Assistant) visited Slovenia and Croatia.

Posting of Workers – what does this mean? A posted worker is a worker who, for a limited period, carries out his/her work in the territory of a Member State other than the State which he/she normally works. About one million of workers from EU are posted to work in other Member States, of which 70 percent is working in Western Union Countries (e.g. Germany, Belgium, and France). For the workers from new Member States (e.g. Slovenia, Croatia) it is important that the principles of delegation or employment conditions are clear and beneficial.

Through three sets of actions, the conference aimed at meeting the following objectives: exchange of best practices between competent public authorities, improving access to the information on rights and obligations of/ for posted workers and their employers; and developing and facilitating training activities of competent public authorities, social partners and employers.

Prof. Dr. Diettrich not only enriched the conference with a profound view on the German labour market and its connection to formal qualifications which strongly affects posted workers. At the same time it was possible to establish new valuable international contacts with potential Slovenian and Croatian partners. Especially the informal meetings at the University of Ljubljana with Prof. Dr. Mursak and at the CPI (Institute of the Republic of Slovenia for Vocational Education and Training) were particularly interesting and gave a good chance to get a view on different VET topics, such as training and development of vocational training personnel or even mobility aspects.

In spring 2016 the Chair will be host for the next transnational visit of the project consortium. Besides a visit of the Federal Employment Agency (Bundesagentur für Arbeit – BA) the goal is to enhance the international network to improve the cooperation between the partner consortium.
